Speed settings being ignored

I have built a multi board layout which functions correctly in every way except for A1 trains following the speed settings.
i.e. Speed setting on track is at 90Kph, trains will only travel at 40Kph. Track speed setting at 80Kph results in A1 driving at 40Kph.
I\m stumped.. I have removed all speed settings, saved changes, exited the entire program, re booted the PC, started TRS19, selected layout, placed new speed settings, save changes, restarted trs19, and the A1's still drive slower that the track speed..

Any suggestions to correct this annoyance.

BTW. I am not interested in manually drive my routes. I much prefer to set things up and watch my creation do it's bit.

What do you have for signals? If the distance between signals is too far, the AI will run at 1/2 the posted speed. The AI can also see ahead a lot further than we can and if a switch is set against the driver, the AI will run at half-speed if they see a red light.

In 99% of the case, this is usually the problem with slow running.
