Some items locked

I'm trying to update the L&A into TRS19/22 and ran into some track and default switch stands that say, "some items locked". I double checked to make sure I didn't have any layers locked but still I keep getting some items locked error when I try to change, delete, or move the item?

What am I doing wrong?
