Unfortunately, it appears that there are some issues with the server that handles the database (which is used for logins, etc). I have sent a message to the admin regarding this, and hopefully the outage will not last too long.
If I receive any further updates on this, I will create a post here.

However, the server is still a little slow at the moment. As such, I would suggest allowing a little while for it to settle down before trying to access the DLS, etc.
