Appropriate use of municipal funds?
It is election time, so the right honourable mayor decided to show his willingness make tough decisions. Hence a blitzkrieg was launched against weeds, brambles and brush - preferably where the electorate can see it.
As always with municipal projects there is plenty of manpower and oversight ...probably more oversight than actual labor, but who cares; it is election time, so signal value is important.
