Ruler in Surveyor

When using the ruler in surveyor it follows the contours, is there a command to ensure it works like a land surveyors tool and measures as the crow fly's.

The ruler does not follow the land contour ... it looks down from straight above.

I laid a ruler on a flat baseboard ... then made a huge mountian in the middle ... and laid another ruler ... both rulers measured the same reading even though one was laid up and over a huge mountain.
