Road intersections

I am not sure if I am asking in the correct place as this is the first time I have posted a question in this forum. Has anyone made a working traffic intersection on similar lines to the level crossings? I mean one with traffic lights that can be programmed to stop and start traffic appropriately. I have TC3 that I purchased via a download.
