.... But, one of Leeferr's locomotives, if I reskinned the tender to say "Blue Mountain & Reading" to replace "Reading" like with the T-1 #2102 model, if I ever did release the layout (probably not for a long while if ever) could I release the reskinned #2102 with it stored in the engine shop.....
I would always consider a reskin of one of my works for release to the DLS, but reserve the right to approve its release after I see it. I really don't feel that's too much to ask for someone to use one of my meshes.

Trainz is copyrighted so yes. Same as if you copy something to a memory stick then pass the memory stick to some one who copies the content to their computer. Memory sticks themselves are not illegal but they can be used for illegal purposes.
Torrents are a method of transferring or passing from one person to another. If the content maybe copied then there is not a problem, if not then its illegal.
I would like to know if I still need permission to release a reskin of a train car from someone who has left the trainz community.
The creator in question is Magicland. I have tried contacting several times but with no reply. I would like to release a Southern Pacific reskin of his observation car.
While I am not sure about magiclands observation car, this is a direct quote from the license from a few of his other railcars that he made after the observation car:

While I don't know if this would apply to the one you are doing. I would venture a guess that magicland probably wouldn't care, especially if the reskin was tasteful.
