To make a fully 3D sign like mine, you're going to need to learn 3D modeling in Blender, Sketchup or another 3D program.
I built the sign model from scratch using pics found on the internet. Searched for tuts on making neon letter effects in Photoshop CC 2019, then lot's of effing up before getting the effect to display properly
For designing the letter images, you will need more than a passing familiarity with GIMP, Photoshop or similar layer based image editor. The individual letters require a multi-step process to create the base texture, export to an image editor, search/find an appropriate font, make that font into a editable shape, (vector) apply an edge feathering effect (neon glow), masking of the background etc.
Then setting up your config, which really only requires adding the following tags above the mesh table.

GIMP is freeware and works similarly to Photoshop. Photoshop is available in different packages, depending on what your using it for, but all cost, in the form of a subscription @19.99 USD per month.
