Paul Hobbs, http://www.44090digitalmodels.co.uk/ the range isn't very large but he has some of the best UK steam locos in Trainz, you can also pick up S&C that has a couple of high quality ones as well.

LMS_MAN http://forums.auran.com/trainz/showthread.php?t=54315 its not a web site but neither the range or the price aren't bad for UK locos.

www.lafranceentrains.com but you have to dig for the steam locos. I think there are a couple in there.

Freeware skipper1945 bneal come to mind.

I can mention the free Russian P36 somewhere, and Ty2 from the CCCP on PTT (Polish Trainz team) They are completely free and of great quality.
