Rail Driver in Trainz 2019 and Trainz 2022

I am looking at getting the Rail Driver console
and wondering how well it works in Trainz
2019 and 2022.

I would believe that it only works with the
Train that I am controlling. Does it only
work in Cab Mode or in External views as well.

RailDriver has a support page with instructions for each train game that supports their controller. Here is a link to TRS19 setup (these also apply to TRS22 as well) https://raildriver.com/support/trs.php
The controller type has to be in CAB mode (advanced) and not DCC mode (easy) but there are times it'll work in DCC mode. It'll only work with the train you have selected so that's correct (think of it as another keyboard except its train controls).
Of course there will be additional buttons such as the bell and horn that you'll have to manually configure via the in-game from the System Menu > Control Settings as they aren't mapped by default.

Sorry to bump an old thread but Mrs. T10 just bought me a new Rail Driver. Being a steam fanatic, I can see in the controler folder both a modern and steam RDF file. My question is how do I load the steam RDF instead of the modern RDF for the Rail Driver?

The locomotives levers work fine but no bells and whistles and no D-pad movement for looking around.

Open Launcher > Start Trainz > Settings > Control Settings

From there you can program the Alternate settings for controls on the RailDriver, which you can make it do almost anything you want
