Problem with 1962 headcode rule

I was playing around with a loco just now (3F Jinty). I wanted to set the headcode to give me the code for running light - which should have been 1 lamp in the center of the front buffer beam. I also elected to add tail lights. What I got was the tail lights on the front of the loco and the headcode on the rear. The loco was orientated the correct way (ie green arrow to front) so why were the lights reversed? Anyone got any ideas on how to cure this?
