Assume a simple route that is mostly a railyard. A train enters via a portal and drops its cars/wagons on a siding. Now how do you program/rule AI to know about this consist of cars/wagons that did not exist at the start of the scenario when the rules were fashioned? Yes you could manually add a couple step to the rule of the next train to enter via a portal when it assigns its driver or do the same thing to a train that was already in the yard.
The problem is that adding to the rules steps during the scenario is not reality. The originally dropped cars/wagons should already be scheduled (rule) for pickup when the scenario was made.
