PM2IM compatible with vista

I am new at this and just purchased ts2009 download some stuff and would like to convert to im mesh. I understand that the software PM2IM by Pev does this, and would like to know if it is compatible with windows vista ultimate and if someone can provide instructions to install this software.

PM2IM converts .pm meshes to .im, removes unsupported texture types from IM meshes and can zero unwanted specular values. It doesn't create LOD meshes.
