offline

Well, I disabled my connection to test ... I can open Trainz 22 and 22PE without any problems or warnings, you can even see the DS in Content Manager, but you won't be able to download anything and then the "cannot contact the server" warning appears.
My version of Trainz 19 is from Steam, but I was able to open it without any problems (and it's not in offline mode). Since I'm always online, I've never tried this before ... I guess it must make a "phone home" every once in a while.
 
I have operated Trainz 2006 through TRS22 offline many times. I live in Fly Over country in the USA otherwise known as the "Midwest". We get very little in basic services such as water, electrical power, natural gas, education and on and on. On most days we have electrical power interruptions and drinking water boil orders. Many times I have run Trainz with no internet service and on a gasoline powered electrical generator. After living here 70+ years I'm still waiting for any infrastructure improvements, don't think I'll live long enough to see any. Yes you can run Trainz offline.

You can run *TANE and newer offline for up to 30 days at which you'll need internet to re-authorise the game.
All other versions of Trainz from Trainz v1 to TS12 can run offline forever as they use the product key (aka offline DRM).

*I've talked with N3V a few years back about the box copies and according to what was said in their discord server, only box copies purchased directly from N3V will run completely offline as they use the traditional product key (aka offline DRM). Other box copies from 3rd party sellers uses the online DRM.

I would have liked to buy TRS2019 in physical version, but they don"t either,
on the other hand if you have TRS in physical (CD) you can play without connection?
 
Physical copies of TRS19 where limited time when the game first came out (I own a physical copy of TRS19).
However, it doesn't use a product key so you'll need internet to authorise the game and re-authorise it every 30 days so it won't matter if it was physical or digital.
