Why are there so many
- packaged obsolete payware
- packaged obsolete
- packaged new version available

None of them able to be updated.

The first two mean that you have a newer version installed already. The last one can be updated but you have to use the List Asset versions to see the newer file and download it.
Do you remember the old .ja files that Trainz shipped with in the old days. They were replaced with the .tzarc files to contain many files. DLC items are distributed as .tzarc packages. While the contents show up in Content Manager as separate files, in reality, they cannot be removed from the tzarc files. So you can't delete them or edit them.
