If it's the issue I had (where the baseboards disappeared as well), it is a two-step process for fixing it (note: you may have to do this several times)
Step 1 - Identifying the problem asset
Firstly, you need to identify which assets are causing this.
1.When in Trainz, click Main Menu, then Options.
2.Click Developer Settings.
3.Click in the top tick box to place a tick (when you have finished fixing the issue, you can return to that box to untick it).
4.Click the tick icon.
5.Go into Surveyor and find the area that normally causes the disappearance, then look on the left-hand side for Worst Buffer Count. If the number in brackets is 100 or higher, this is one of the offending assets, so make a note of the KUID number for step 2.
Step 2 - Fixing the problem asset.
1.Load into Content Manager, then search for 'Asset KUID' and the KUID number you got from Step 1. (If you have multiple KUIDS, you may need to do them one at a time)
2.Right-click the resulting asset, then select Edit, followed by Edit in Content Creator Plus - if asked to upgrade the config file, click No.
3.Right-click the top item on the tree on the left, and click uncached_alphas (you may need to scroll down the menu list to find this one).
4.A new tickbox will appear at the bottom of the right-hand side of the screen - click it to tick the box.
5.Click the X at the top to close CCP, clicking Yes when prompted.
6.If the item is built-in, you may need Images2TGA from PEVSoft to convert the textures before commiting (Built-in items have a orange-coloured icon in the furthest left column, rather than the plain grey or white icon)
7.Commit the asset.
Repeat steps 1 and 2 for any other affected areas.
