Now, how do I use GIMP v2.6 to reskin?

I've followed that wikipedia tutorial on reskining a sign. However, it didn't prompt me with RCH Compressed. It prompted me with a warning that there where to many layers. I just told it to flatten them out...

White. Not good. How do I reskin .tga files? How do I reskin at all?

Use Save As instead of Save and you will get an options window to disable compression.
