It is not totally correct.
It is built-in in TS12SP1HF3, but not in the unpatched TS12. In the latter version there is kuid2:30671:91515901:1 built-in.

I'm seeing some missing KUIDs on the new UP GP 9 pack in addition to the CB&Qs as hert mentioned:

UP GP9 3-pack missing 506034:98001 and 506034:837844
CB&Q GP7s missing 37581:1234

That is the bogey for it, it is being uploaded to the DLS. But for now you can get it on the CN boxcar page where you downloaded the boxcars at.
