need help with making content

I'm starting to update different trainz and thinking of making my own but i sence i want to make a lot of steam engine i would like to know what the rule or whatever it is on the load the tenders have for exsample the Big Boys tender from the specs i have say that it holds 28 short ton (25 t) of coal; 25,000 US gallon (90 m³) of water but in trainz it says that it holds 26500 of coal and 108500 of water, so my question is what is trainz going off of as far as units go, i hope someone knows what i'm trying to ask

Trainz works in metric so kilos are used in the config.txt file you can just alter this figure once you have worked it out exactly.
