Why don't you make it yourself. If you can't, then don't tell others to make it for you. Making engines is a long, hard process. This is why all content creators have my respect.
Or better yet, have it comissioned. I have no skill nor the knowledge to build an engine, so I payed to have a 2-4-0 built by the talented Bill Klene (wgkansk). We have been working together for a while and it is close to being finished.
