Mysterious blue locomotives near Green River, Wyoming (2007)

Saw this on the way to Colorado back in 2007, near Green River. Any ideas on what railroad this is? Best shot I could get.
 
It does look very much like MRL units to me.
I know MRL's paint scheme includes thick white hazard stripes on their locos' noses, but the photos I find from a quick Google search shows that the blue drowns out the white more when viewed from a distance. But it is strange to see them so far out of their territory. Maps show MRL's trackage stays north of Wyoming, while Green River is at the far southern end.

They definitely did (still do?) have tunnel motors. I haven't found anything that suggests there was a railroad in Wyoming that had a similar livery to MRL back in 2007.

It's possible they're substitutes for that particular train's normal power. Or perhaps MRL leased out some units back in '07? Maybe they're on their way back from major maintenance in Kansas City? They look to be SD45-2's. Those were rebuilt for MRL in the mid-'90s, if my research is correct. It would've been around a full decade since their rebuild, and likely would've needed to be shipped off to MAC&L for some work by 2007.

If they were on their way home from KC, would they have headed through the Green River area?
 
Based on this Trainorders thread, these were operated by Balfour Beatty to serve a Potash mine near Green River up to 2008. They were sold to the San Luis & Rio Grande in 2009 as numbers 201-203 (see bottom of page.) These engines didn't hang around the SLRG too long, and were sold off to Independent Locomotive Service (ILSX) by July 2010.
