You need to use industries that accept the same commodities that you have loaded into your freight wagons otherwise the wagons won't unload them.

If you want to use the "wrong" commodities, you can try the Instant Unload driver command. This will empty all the wagons anyway at once regardless of whether the industry will accept them or not. There's a related instant load command as well in case you are interested. This will load all wagons at one.

I selected the desired load, loaded it, and then unloaded the loaded load in the other region.

N3V said that they are working on changes to the commodity system. What those changes are, are vague right now. We have hopes that these updates include the ability to use any commodity of a specific kind in any wagon capable of carrying that commodity instead of needing to sort through thousands upon thousands of similarly named commodities that do not work.
