What version of TS are you playing?
For TS2010, I cannot find anything in Surveyor options that would cause the scroll wheel to stop zooming in/out.
Could you have made a change in your Windows settings? Does the scroll wheel work as intended in other applications?
This should be same for TS2006 and up.

the answer to my problem was that when I restarted the game it reset the mouse wheel setting and I could zoom in and out with the wheel .
