This is very similar to the Cambodian "Bamboo Train", where a platform is put onto a set of wheels powered by a small single-cylinder engine.

Very cool though.

I should imagine so, that's how it is in the Philippines, unless it is a hill where the downhill gives way to the uphill. Unless of course you meet a real train ! See this video :
