I believe this asset came from the now defunct USLW.net or Trainz Pro Routes. TPR is gone and not available even on the Wayback Machine. USLW.net is still there and you might be in luck. His NYC Coldwater Freight House is available on the DLS.

In addition to the user-supplied assets, ensure that you have installed all of the DLC you are entitled to under Trainz+. This will ensure that any you have the dependencies for your routes. The Season Town assets, for example, are built in or DLC.
