Nvm, I downloaded the ATSF BNSF Dash 9 From SRS, and it had the missing asset.

I downloaded the ATSF Dash 9 and i got the dependency.

The details I'm getting for that is that it's an asset from stovepipe and is an enginespec. Have you tried using Content Manager to download it? (If not you may need to contact stovepipe).
