Lookin for a Rule/Command for AI

Hi guys, I have some single track segments that becomes double track and the distant signals will either display a "Clear" or a "Approach Medium" (Approach Diverging on Norfolk Southern in this case) and when the AI sees the yellow over green, they slow down to half speed and this messes up the flow of traffic. My question for tonight is, is there a rule or command where the AI can ignore signals that doesn't display a clear signal??

You could put permissive signals in, but what's going to happen when the consist should be slowing and instead is going at line speed ?
