JR signal offset

Any help available for using this? Could someone who understands it please give a 1, 2, 3 of the what and how? Thanks.

I use them to avoid a forest of ground signals...

... you can hardly see it, but beyond Junction 16467 is a single 04 signal. Trainz approaching the junction complex on any of the four tracks will be held at the 'Offset' but all 4 are controlled by that one 04. Basically it is a 'repeater' of the next sig down the line.
