Is this possible? Animated scenes or video on assets.

Is there a possibility to do rotoscoping on assets? In the olden days, I did some of this in 3D Studio R4 for DOS. We needed to show video terminals operating or some control panels for equipment. Rather than show these as images or model the individual components, we used this technique. With rotoscoping, there's a projector object which literally projects an animated sequence on to a surface. Like a movie projector, there can virtually anything projected from the "camera". In our case, we used an Autodesk Flick (FLC file) animation. I'm sure this is all obsolete today.

In Trainz this could be used by various things such as animated people inside buildings but seen through a shade at night. animated billboards, a drive-in theatre, and other industrial uses.

Just a thought. I'm no content creator, so I wouldn't even know where to begin on something like this.

In an earlier version of Trainz (2004 I think) there was a scenery asset of a drive in movie theater screen which showed a slide show of still scenes from the classic movie "High Noon". So while video clips are not (yet) possible, slide show animations are (or were).
 
I just did a DLS search on the off-chance that it might still be there - and it is. It has the very descriptive name "Drive-In" <kuid:58843:40100> by magicland and the original dates from 2004. But it has recently been updated (Feb 2011) with the same name but <kuid2:58843:40100:1>. Might be worth looking at.
