I'm not aware of any of the ex-C&O in Virginia even blank DEM's. You might have to make your own DEM or ask somebody to make it for you. The whole BB Railroad is much longer than the 25 miles 611 ran on between Goshen and Staunton, the entire railroad goes from from Clifton Forge to Richmond.
Purchase TransDEM for about $28 and learn to use it. It'll open a whole new world for route building and allow you to build realistic routes that no one else has made and also allow you to recreate routes that have been abandoned.
