Interesting horn problem

I have created a new steam locomotive whistle and I want to see if anyone knows what step I missed.
First off I created the new asset and clicked two part then I named it what I wanted added thumbnail image etc.
the folder composes of a config file and then the following: horn, horn_loop and finally horn_start.
Problem: I checked my work and saved all audio files as 96000 16bit mono and when I got into railyard my whistle shows steam coming out of it and a hissing sound. I don't hear my audio files playing the way I want them to. all help is appreciated! Thanks!
 
The 2006 CCG said the file format for .wav sound files should be mono. A 22050 (22 kHz) bit rate is sufficient. While Trainz can handle a 44 kHz bit rate file, it does not improve the [FONT=Arial,Arial][FONT=Arial,Arial]sound quality in the game and doubles the size of the [/FONT][/FONT]sound file.

TS12 handles horns different to all other versions before so there is a good chance you did nothing wrong at all.
I suggest you ask in the TS12 area of the forums
