looking at where the capitol letters are in the words on the HUD I'd say he mirrored the picture. In otherwords his is actually on the right. just after the picture was taken he then flipped it in the picture.

yep, it's been mirrored, you can see because the writing on it is backwards
But the writing on the police car is the right way round

It's because the word is backwards to begin with I beleive.
As is the "Middle Earth" on the photo....
