I have some ideas

I've been to those sites. The content is awesome. I think some of the JointedRail stuff can be bought when I have the money & ability to. As for the reskining, I think I need good quality software for that.

GIMP, Paint.net spring to mind, there are others that are free. GIMP has the capabilities but sometimes hasn't the ease of use that the commercial programs such as PaintShop Pro etc have.

You dont need a high quality program to reskin. Some people use GIMP. Its free, except for the life of me it causes me problems tryin to reskin. I like to use Adobe Photoshop Elements 8. It has most of the same stuff like CS5, but its about $500 cheaper. APE8 is only around $100, except I got my copy for $80 at the local elctronics store. CS5 is really only for computer graphic artists. I used CS4 in computer graphic design class last year, and CS4 is just like APE7. Just very little differences that you wont miss.

Well your ideas are gret but i have an idea. How about someone here makes a 4-8-2 Berkshire for the Nickle Plate Road.

I thought I read someone here on the forum was making one, but it has probably since turned into vaporware. I would love to see a berkshire for Trainz, it's one of my favorite locomotives. If you really want one, you could try asking Paul if he plans on making one (because I know he has a lot of stuff).

I believe the Berkshire in question has for now become vaporware. If I heard right, the person that was making it had his computer stolen. I could be wrong again.
 
Just to let you know, the guy's computer was stolen, and the Berkshire is a 2-8-4, the 4-8-2 is the mountain type.
 
I don't believe anyone is working on a Berkshire right now and I haven't heard of any plans for anyone to make one.
