I have a 3 questions

The best analogy is a zip file. It's an N3V proprietary format that contains the asset's files and folders in a single file. Created by CM whatever, right click save to .cdp and you can import a .cdp under the file menu. You don't have to use them you can import content in folders and you can also open for edit, edit in explorer then copy the folder to your hard drive.

They don't have CRC so often sites that allow download will either zip them up, or save them as .rar or .7z format since these do have a CRC so you can be sure the entire file has been downloaded.

CDP= content dispatcher pack. Used to put assets/content for trainz in a condensed form which can be downloaded from sites other than N3V.
2 out of 3 isn't bad. No I've answered 3.
 
If you download from a site and press Save, it saves a CDP file of the asset in your PC downloads, and you can store all these thousands of CDPs on a DVD-RW disc, external hard drive, or flash drive for later retrival.

Double clicking on a CDP will open up CM ... and the CDP will be there "OpenFor Edit" ready to "Commit".

You can make any asset into a CDP file, and store it somewhere, by "Save As CDP" in CM, where it will be saved in your PC downloads.

Your actual assets in Trainz are stored encrypted as hash files in Trainz, and they are not CDP's.
