Without the screenshot I am going to guess that when you open the properties of a rolling stock item (e.g. a wagon) you do not have the option to load anything into that wagon?
It would help if you told us which version of Trainz you are using - TRS12 (or even earlier), TANE, TRS19, TRS22 or Trainz Plus. It would also help greatly is you can identify the exact rolling stock item for the reason explained below.
I will make another guess and suggest that one possibility is that the particular rolling stock item you have selected was not designed to carry any load - not all rolling stock assets, particularly the older (earlier) ones, can carry cargo/loads.
Yeah I don't have to option to load it even though the picture of the properties is available. For the version of the game is TRS19

I don't think so. I don't have TRS19 installed any more so I cannot check but the fact that icons of the various products have appeared would indicate that you should be able to add and edit product levels.
The second image I am familiar with. Normally, to change the load level of a product you click on its icon (next to the + icon). This should allow you to enter a product level. Click on the + icon to add additional products (but usually only those allowed by the object creator).
The top image I do not recall ever seeing in TR19 when I was using it so I am unsure but have you tried clicking on one of the icons to see if that opens up to allow a product level to be added?
If you have tried the above and nothing as described has happened, then that would indicate a problem somewhere else.
PS: I just loaded the BPRR 4 Bay Hopper 2 into a route in Trainz Plus and tried to load it with coal. Trainz Plus has a somewhat different loading configuration system to what TRS19 has but while the coal icon was visible in its properties and I was able to select and open it, I was unable to load it.
The rolling stock asset is an old one, build number 2.0 which puts it as far back as TRS2004, so that may be the issue. The fact that it recognized coal as a product to load was surprising.

No it doesn't show up when I click it unlike the second one
The hopper is a new model after i check it on manage content and the kuid is same too and I downloaded it directly from the game right after I bought the game 1 year ago or 1 year and a half ago I forgot how long i've been play TRS19

Delete it and re-download. I just downloaded the wagon in TRS19, and it shows as the bottom screen.
Remember in Driver you have to click the enable editing button first. It will let you change settings without that but they won't take effect. That fools me all the time.
