Hulett Ore Unloader

I am using Vulcan's Hulett Loader/Unloader. On the train loading tracks I get the following result regardless of the commodity restriction on the hoppers.

Track 1 loads ore only
Track 2 loads coal only
Track 3 loads coal but with one hopper loaded with ore?
Track 4 loads ore but with one hopper loaded with coal?

Is this deliberate? or have I missed something?
Also the ships' hatches are having trouble aligning with the unloading buckets even though I have a 10k speed sign prior to the unloader?
