When I first used GIMP2 freeware it was possible to create jpg images in MS Paint, open them in GIMP as a jpg and immediately save them as tga (uncompressed).
I only did this as a temporary, but effective, stop-gap whilst getting the hang of GIMP and its far superior functionality which I now use for all reskin work.
Ok so now Im using the paint.net software, now how do I get started with reskinning locomotives in there and saving them to trainz 12? And again thanks for the help!
Locate the locomotive in Content Manager, right click > Edit in Explorer. You will find the various textures in there. Play with these like you would a normal image.

Clone it first, and play with the clone, this way if you mess it up you have the original. There's a reskinning tutorial around somewhere, maybe if you ask in the Content Creation Forum, you'll get more help.
