Horn Sound Cuts Out

When I use the keyboard shortcut for the horn (H) why does my horn blow for a second, stop then start again when I never let go of the button?
 
This sounds like system stutter. Your system is trying to playback the horn sound as well as access the hard drive or do other things at the same time.

You may also want to do some general system maintenance such as defragging your hard drive (not for an SSD), disable any background applications, especially your antivirus application from scanning the Trainz installation folder, and turning off Microsoft Windows Search, and Indexing.

If that doesn't do it, try decreasing the repeat delay rate of your keyboard. I had to do this on my Alienware laptop and see if that helps. The laptop keyboard was a bit different than a regular keyboard and had a faster repeat rate. You can do this through the control panel.

Ok I'll Try That Stuff, Where do I Disable Windows Search?

Right-click on Computer (assuming Windows 7; My Computer for XP).
Choose Manage
Choose Services
Scroll to you see the Windows Search service
Double click on it.
Choose Disable from the scroll box.

I also recommend disabling disk indexing.

Open up Computer, or Windows Explorer
Right-Click on C - Drive
Choose Properties
Uncheck Index files (There's more to this than what I typed, but you should get the idea).
Check apply to subfolders.

You will be prompted about files needing permission because they're in use. Skip these files because you can't change them. These are things like hibernation, and other log files.
Let it run because it'll take some time.

You'll notice that your system will run much, much faster. :)
