So why do I keep getting referenced to this 2.0

Probably because the title of the thread is "Help with rotating objects in new 2.0". So the advice was aimed towards 2.0 users.
In Classic, hold Ctrl while using the rotate tool for fine adjustment.

Surveyor 2.0 is only available in TRS22 and Trainz Plus.

Actually, only Trainz Plus has S20. I think the confusion is that Trainz Plus users currently have a "TRS22" title on their build.
