I don't have TC, but this works in 04 and 06, no reason why it shouldn't in TC also:
Lay the track out initially as a flat spiral. If you use four track segments per loop (spline point at 3, 6, 9 and 12 o'clock positions) and 'straighten' the approach and departure tracks it is pretty easy to keep the thing circular. Use the 'Apply Gradient' tool to each track segment in the spiral to gain the required height, then drag each of the "3 o'clock" spline points so they are stacked over each other. Repeat at 6, 9 and 12 o'clock.
