It's the same engine standing next to an old LARY car on the little park railroad it now runs on.

That's what looks like the 1956 Fairmont Speeder, and the pervious steam loco is a 1907 Baldwin Steam Locomotive of wheel arrangement 0-4-0.
 
Well, according to the website it was originally built as an engine to haul quarried rock to the crusher, three miles away. Then it was sold to the scrapyard at South San Francisco to move other wagons and locomotives around the scarpyard.
In 1960 it was rebuilt to resemble an older locomotive of the 1870s.
It's oilfired with 150 psi boiler.
Oh and Charles Polland of Vista, CA rebuilt it to make it look older. That was the 1960 rebuild.

All I can guess for now is that it's a small UK shunting diesel. It looks kinda generic to my eyes though.
It looks like it's in an industry of some sort.
 
You are right on the shunting loco part, but wrong on the country that it's from.

EDIT: another clue. About 15 of these were equipped with loading cranes.

SECOND EDIT: Anyone got the answer yet? Another clue. These were nicknamed Sikken, which means goats.
