So, the crooks hijacked a tram and took off in it. Not to be undaunted, the police commandeered another tram and chased after them with it.

 
Reminds me of Andrew's Raid, better known as 'The Great Locomotive Chase': bad guys hijack one train, good guys take another train and start chasing the bad guy's train.
 
There were. London was criss-crossed by tramlines until the early 1950s. The 'Tottenham outrage' happened in 1909 so there would have been a tram 'out east' up to Leyton. Back then most transport was horse drawn, so I imagine a tram was one of the nippiest things around if you wanted to make a getaway!
