It's possible that they were assigned to go that far, or it's the Kraft plant needing switching seen in the distance.

Looking at the locomotive from two different dates from the street next to the locomotive shows that it was once a Frisco loco.

And of course the locomotive is hooked to a Southern caboose cuz they can.

If you go to the left of the locomotive down the tracks towards the station, is an old Southern observation car. In another view, was a streamliner observation car, but that's gone. I didn't post that link, but you can explorer if you want.
