LMS Stanier 4MT tank is my guess; being a 4-6-4 would require two sets of extra wheels, and the proportions aren't right for a baltic of any type. An Adriatic, however, fits the bill nicely. Not to mention the telltale Stanier footplate and bunker are pretty big hints.

It's a Metropolitan Railway K class 2-6-4, isn't it.

Spot on! Later they became LNER class L2.

More Victorian Railways Louvre Vans....

These where recoded to VLX between 1964 and 1965, only problem with this model is the VR Logo is a bit small.
