Getting New Computer

I am looking at getting a new laptop with the following specs:

AMD Turion II Processor
2.4 Ghz Speed
3GB Ram
2MB on die level 2 cache memory
ATI Mobility Radeon HD 4250 Graphics Card

Will this be enough to run Trainz 2010 without really turning down the graphics or will I need a bit more power?

Also, is Trainz 2010 a stand alone program (once installed on the computer it can be run without a disk)?

Most likely it will run like a slug on that laptop. Not the least of the problems is the integrated graphics; Trainz (and most other modern games) work much better with discrete graphics.

Yes, Trainz when purchased directly from Auran does not use DRM e.g. requiring a disk in the drive, nor does it require activation or an internet tether either. Which is important, because disabling internet, anti-virus, firewalls, etc. will help squeeze a bit more power out of that system.

Lap tops are built to minimise power consumption, desk tops offer more performance for the $. Trainz needs performance, you can get it from a lap top but you'll pay much more than you would for the same processing power from a desk top.
