Framerate capped at 30 fps - why?

I recently purchased the steam version of TRS22 Platinum, and noticed that the frame rate is capped at approximately 30 fps. I tried lowering both the launcher performance settings and in-game settings to all the lowest values, and I am still getting only 30fps. Why is this?

I do admit that I have an older system with a newer graphics card however. Here are my system specs:

• Video Card: ZOTAC Gaming GeForce RTX 4060 Ti 16GB AMP DLSS 3 16GB GDDR6 128-bit 18 Gbps PCIE 4.0
• Processor: Intel Core i7 2600K 3.40GHz
• Motherboard: ASUS P8P67 Deluxe (Intel P67 Chipset)
• System Memory: 16GB DDR3 1600MHz

Maybe VSync set on "Half" on a 60Hz monitor.

Unless you see tearing, none is the best setting. Full is going to lock you to 60 fps.

Query: is it bad to have a constant 30fps in Trainz? Do you really see a difference compared with 60fps or 100+ fps? My monitor's native refresh rate is 144hz, but do I really need 144fps? A vertical synch of 'none' in Trainz certainly heats my GPU, but is there really any benefit?

Moving pictures or films are 24 fps and most people are happy watching them.
