I took a quick look at this problem. My suggestion is to download the latest version of the mesh library, which is <kuid2:19691:100011:2>. The mesh 7/6/1w-lod-0.im is definitely in that version, but may not have been in the original mesh library. Also, once you have installed the latest mesh library, delete the obsolete one, <kuid:19691:100011>. This will force Trainz to only use the latest version.

In general, when you have assets that depend on libraries, it's a good idea to keep the libraries updated and delete the obsolete ones, provided that your edition of Trainz is compatible with the build-number of the libraries.

Edit: Deane caught it already... I was too slow typing.

If that doesn't work, try a database repair.

At the Launcher, click on Developer menu at the top bar.
Chose Repair Database.

This is a common problem with TB Foliage. The config file references the older library so you need to go into the config file of every faulty TB Foliage asset and change this line:
mesh-asset <kuid:19691:100011>
to
mesh-asset <kuid2:19691:100011:3> (Changes in bold
Or in notepad, you can do what I do:
1. Click 'Edit' (which is at the top of the toolbar in notepad)
2. Select 'Replace' (or do the shortcut Ctrl+H)
3. In the box next to 'Find What' type '<kuid:19691:100011>' (without quotations)
4. In the box next to 'Replace With' type '<kuid2:19691:100011:2>' (without quotations) (or <kuid2:19691:100011:3>, which is the most recent version on my edition of TRS19)
5. Select 'Replace All'. This will automatically replace <kuid:19691:100011> with <kuid2:19691:100011:2> (or <kuid2:19691:100011:3) regardless of where it is in the config file.
6. Exit out of the box opened when you selected 'Replace'
7. Use Ctrl+S to save the changes to the config file
8. Exit out of the config file
9. Repeat steps 1-8 for all other faulty TB Foliage assets.

WHAT IS THE EXACT version of your version of TRS19??

I am running TRS19 North America then after so many missing assets bought TRS10 Platinum Edition and am now at version 116178. Yet this particular KUID is not found installed or on the DLS.

If it is in a "package" can you tell which one??

Any help is appreciated.!

Easier solution: Delete or disable all obsolete versions of the libraries, and install only the latest one.

I am running build 116178 also. <kuid2:19691:100011:2> is listed as 'Packaged' and came in package '519.tzarc', while <kuid2:19691:100011:3> is also listed as 'Packaged' and came in package 'sc473f_0'.
