Error on UP E9Strobe

I tried fixing an asset called up e9strobe but the error was Error: Texture 'env_metal.texture' is missing or could not be loaded in mesh
I tried running it through PM2IM twice but that didn't work so I need an little bit of advice

Did you run PM2IM from folder and check options/open im files then find folder and run PM2IM?
OR
Open in explorer.
Is texture listed.
NO..search trainz/env_metal.tga/copy /paste
Does texture.txt spelling match texture.

The texture is in the folder but the texture.txt is spelled correctly and I ran the up e9strobe through content manager 3.7
