why do you have to pay for the downloads

The reason you have to pay for access to downloads from the Download Station is because you are using an unsupported version. Buy and register TS2009 or later to re-gain free access.

TRS2006 unsupport just means that uploads to the DLS are no longer being accepted for your TRS2006 creations and re-skins.
With TRS2006 you need to buy a FCT in order to download (or a buy higher version of Trainz) (a 1 year one costs @ 0.06 cents per pay).
If you buy a higher version of Trainz, and your FCT expires, you can still download in 04, 06, 09, 10, 12, at a slower download speed, on the free server.
