You can use any model trains switchlist generator in Trainz.
Use the car number generated by the game in the switchlist generator not the car numbers on the cars, press Cntrl-N.
The Trainz car numbers can be changed in Surveyer with the "?".
I use Shipit which is expensive payware but works.
JMRI has a free switchlist generator in their program.

The Trainz car numbers won't change when they go through a portal and return.
In-game solutions for car forwarding are always at the mercy of the game to function, like the demise of "CarTagger".
External shipping systems will always work even if it is a dice-rolling hand written system.
